Having spoken to officers at NBC it is now clear they were not aware of the impending arrival of the Sales Office on this piece of land and in fact there is no reason they would be in fact.
The structure is classed as temporary and as such does not need planning permission and also the land in question is still in the ownership of Taylor Wimpey and as such they can place any structure on their own land without recourse to the council.
This is unfortunate as the arrival of this not insubstantial office came as a bit of a shock to many residents and has created a degree of local anger. It may have been wise in hindsight for TW to inform those residents directly within site of this office of its arrival, if only out of courtesy and for information.
The land is due to be transferred to NBC shortly and the legal paperwork is currently being drawn up for agreement by all the parties involved, Taylor Wimpey, NBC and the Secretary of State for Health.
When this is all agreed the land will pass to the Borough Council for them to maintain.
My personal view is that I cannot see how this particular piece of land can be passed to NBC for their maintenance whilst having this office on site.
Once I have further information I will be happy to pass it on.
